Yes, the fees do go into the private Tow company's pocket. But the benefits of less traffic jams, lower fatalities, shorter commutes go to all of us who use the freeway.

Don't be an idiot. I've used the safe clear program once, and it was because of a defective valve stem. My front tire deflated in less than 30 seconds, on the ramp going from 59 to 610.

I'm sure that 90% of the breakdowns are preventable, but not ALL of them are.

Any clear thinking person understands unforeseen things can happen. I was referring to cars that should have been junked years ago. If they won't or can't pay for the tow, stay off of the freeway. You yourself said that 90% are preventable. Just wait until we all get trapped behind some old truck with tags from another country. Last I heard, those trucks from Mexico are coming to a freeway near you, and do not have to pass inspection.
