Say, someone can teach me Spanish in exchange for me teaching him/her German or anything else. Using my/his house/apartment is not a good idea. Where would you hold your lessons? Preferably a public place and free? Any ideas?

Off hand, I was thinking of:
- Libraries (HCPL or HPL) - do they offer their rooms for free or at charge?
- YMCA?
- What other public, city or county facilities? Educational? Administrational? NPOs? Schools?
- ... who else? Pls share your ideas.

Try local colleges. You may not find a separate room, but some secluded space is a possibility.

I once started some lessons in a coffee shop. I forgot which one. But it was too expensive (the lessons). Anyway, it's a public place, and people really aren't going to notice you. I also was a volunteer English tutor and we met at UH-Clear Lake in the Bayou building. Of course you have to have a student sticker to park there. I don't think the 2 year colleges are as restrictive about parking, but I could be wrong.

In Plano many tutors meet students for lessons in a starbucks, it works fine and costs nothing.
