I am building a new house in Houston, we did the pre-dry inspection, but builder said most findings are no need to fix, such as flashing is not necessary at doors and windows, missed 6 anchor bolts, missed 12 joist hangers and bored holes in studs are more than 40% of stud width and less than 5/8” to edge of studs.
the reason builder said they are using the "ZIP system" , which is "structural" , it's strong enough then adding anchor bolts or joist hangers or fixed the studs to increase strength of weight-bearing. is this true?
Also, there are some other findings, builder told us he fixed and put on the sheetrock before we check it again, such as Combustible material is less than 1” to water heater flue pipe, is there any way I can still check issues has been fixed?
Last question, people told me afterward that we should check each wire and cable for any damage to avoid possible electrical fire in the future, we missed this part, is there's any way to check after drywall installed?

Did you bring an inspector to do it? An inspector will give you a list of what does not meet code and the builder will have to remedy it.

I had an inspector did and gave the builder the report, but builder said they are using "zip system"which inspector not aware of, they do not fix most of findings, because with zip system is strong enough, for example there's no need for joist hangers. I don't now if this is true.

Zip Wall is nothing more than the exterior sheathing they are using. There is no relationship between the exterior sheathing and joist hangers. If the builder proceeded with sheetrock installation without correcting anchor bolt, and or joist hanger deficiencies, you would be well served by demanding a on-site discussion with somebody that could verify whether the items were addressed, or not. Flue pipe clearances can be inspected after sheetrock from the attic.

I would call up the inspector and get his feedback on the builder's response. That's the reason you pay them. I would make my decision based on what the inspector said, or get the builder to provide a signed certification from a structural engineer regarding this so called "Zip System". I wouldn't trust the builder any further than I can smell them.
