Does Houston have anything like Victory park, either now or in development?

No, Houston doesn't. Houston doesn't have a master-planned project, but instead multiple projects that form an area even larger than Victory Park. The area I am talking about is on the east side of Downtown Houston.

You need more, because I can show you similar developments for Uptown (includes a Ritz-Carlton Hotel, W-Hotel, Texas' first Le Meridian Hotel, which would also be the seventh U.S. location, a possible Barney's Flagship, and much more).

Im reading Houston is big in the hip-hop scene.

Does it have a large "thug" culture like Atlanta has gotten?

Not even close. Atlanta's music is basically crap rap. They have a guy from there named Soulja Boy, who raps about getting F's on his report card and making the teach "throw some d's on it". He's horrible.
