I recently built a fire pit in my backyard, it is not large but enough for 4-6 people to sit around. My question is since I'm new to town do I need to get a permit or permission from the fire department to have a Bonfire with friends on the weekend? I live in Katy, or the 77494 area code if that matters...

The only time you'll need to worry is when we're under burn bans, even if Harris county isn't under a ban if the surrounding areas are the local FD may not look too kindly on a wood fire in a residential back yard. If they show up it's likely because a neighbor called them, just keep a garden hose nearby and they'll appreciate your caution.

Is it more like a small camp fire? If so, that should be ok. Lots of people have those in their backyards. But do check local city/county regulations to confirm.

Yes, made a concrete ring on top of my concrete back patio. It's about the size of the portable ones you can buy from Home Depot or Lowes, then I put brick around the outside so it looks real nice.
