Recently I've been getting calls from people who said they're returning a call from my number, but of course I've never called these people. The odd things is these people have the same area code and first 3 digit as mine. Should I be worried?

Unfortunately someone is spoofing your number and using it for less than honest calls. The ones calling you back are the ones that did not answer the thieves call(s). Nothing really for you to be worried about except the annoyance of getting the callbacks.

The phone providers (cell and land line) have the capability to stop this practice dead in its tracks but refuse to do so. Lately the phone companies have been paying a lot of lip to the problem but do nothing really. It is a waste of time to try complaining to the phone company because they do not care. You can complain to your State Representative and/or the Texas Attorney General. If enough people file complaints then maybe, just maybe our elected representatives will get off their butts and pressure the phone companies to truly end this problem.

The appearance of incorrect caller ID information is a result of SS7(the protocol that runs the phone systems) being completely unauthenticated. Various tariffs and policies require the telecom carriers to deliver all calls, even if they know they are fraudulent. It's not that easy to stop, unless there are changes in laws, and regulations.

I have had both - people calling me from 281-236-XXXX and telemarketing me - and people calling me back (when I have never called them) saying they had a call from my number. Most irritating. Whenever I now see a number calling from 281-236-XXXX, I answer with "what are you selling?"

I normally get 5-7 spam calls every week from numbers that closely resemble mine. Exactly like in this article: https://www.robokiller.com/blog/local-call/ They call it neighbor spoofing.
I have never tried that app from the link, need to try. Probably there are many similar apps to block spam calls.

I never pick up unless it tells me who is calling. If I don't recognize a number it goes to voice mail. They never leave a message, so it can't be that important.

Block each number.

I once upon a time I believed that registering my number on the National Do Not Call List worked...but sadly it does not work like it did in the early years of cell phone rights.

My Samsung Galaxy S8+ recognizes scam calls and let's me know as the call is ringing.
