so i am thinking about moving from the cold north to some place warm. i however have no idea on where to even start for neighborhoods that i may want to live in. so maybe some of you fine folks can help.
1. i have a 3 year old daughter so schools are very important to me. need to have high graduation rate with lots of college bound students.
2. i like a little space between me and my neighbors, not asking for acreage but no townhouse, apartment, mobile home, etc.
3. clean and friendly neighborhood, low crime rate, educated and employed neighbors, maintained homes.
4.home price below $150,000.
5. must be green, as in trees and lawns and gardens, (why Houston over other areas of Texas)
5. Not tied to any region my wife and i have skills that can get use jobs just about anywhere.

Unfortunately for $150,000 you won't find a single family home zoned to good schools in Houston itself but you can try one of the suburbs. You can go to www.har.com which has all Houston real estate and put in your budget and see what that gets you where. I suggest the Search By Map function then filter to your budget. Your best bet maybe somewhere like Kingwood it has a lot of older homes that are affordable and good green space. Kingwood has average to good schools with a low crime rate and I lived there before so can vouch for it. Others may have additional suggestions.

Your house budget is probably too low for any decent neighborhood in Houston. I advise looking in smaller towns where you can find a $150k house in a decent neighborhood zoned for decent schools.

People in this forum will pooh-pooh North Katy, but you should give it a look, there should be some options in your price range, especially in older houses. No one has given a valid reason why the schools wouldn't be perfectly good for your child.

Don't move here because it's warm. Move here because you have work here. There are plenty of "I moved here without work prospects, what do I do now?" threads to read.

A lot of the rest of the country is warm. Why Houston?

Relax, guy. OP already said that he's not tied to any region. And he has other cities in consideration, judging from his post history.
