Midtown has more walkable nightlife. Montrose has some of the best restaurants in the Southern US and is also very walkable. Montrose probably has comparable walkable nightlife, but it is more catered to the gay community.

Well the exact building your looking for might be very difficult to find; however developers are making newer buidlings with the "loft" style apartments. with your budget you have alot of things to choose from in Midtown and Montrose; however these two places arent the safest(esp. Midtown) for you to be walking around after a night out. Montrose has bars for the artsy people and there are great restaurants and even interesting places like the Menil. Either way you go... your going to need a car.
