As a former NYer, I can tell you that first of all the speed limit is slower than here!!! 55 around the city limits in the city itself it is about 45-50 on the highways and the back roads are all at 30 and there is no tolerance for cell phone use in the car unless it is hands free. Oh and most people have drivers licenses NY is boarderd by ocean and states.
Now mind you I love Houston, the atmosphere, the people couldn't be nicer I have never been happier, but I hate driving here give me a NY driver in a heart beat.

I think the reason NYC got on the list is because nobody can get over 5mph due to the mass traffic congestion, therefore there are less wrecks? I came to Tx from So-Cal and I can tell you that Houston is a lot worse than anywhere I ever saw in CA with the exception of the Central Valley (low IQ). Here in Houston they have trucks in the fast lane going 75mph+, add to that the driving rain storms we get here all the time plus about 2 million cars or so and its a recipie for disaster.
