I went to school in Texas (Austin) until I was 12 and never saw a tether ball pole until I moved to Colorado when I was 13. I have never seen them at parks here in Texas either. I don't think its a Texas thing.

Native Texan/Houstonian. It was at the park down the raod from my house in the late 80's. It was really old then.
