What are the best types of trees and shrubs to plant in the Houston climate? I want types that will provide privacy (grow atleast 6 feet tall), can withstand both the summer heat and the winter cold spells.

I recommend the red tip photinia for the shrub, as it will give great privacy and doesn't require much care (other than prunning). There are several trees that can be planted in the area that provide great shade and live a long time. Some I would suggest are the live and red oaks, bald cypress, and bradford pear.

Bottlebrush are fantastic, but often overlooked, ornamental trees. They are very hardy in Houston and have hot red blooms (in the readily available variety). Use them anywhere you would use a crape myrtle, but where having an evergreen is desired.

I saw a tree last
fall in the Heights that had flowers on it. This seemed unusual. Tree was small size, with beautiful white flowers. How could I find out what it was.

I can't recommend anything in particular but urge you to plant native trees and shurbs. Houston has a great climate for all types of vegetation.
