I am looking to see what the cost for a new heat pump package system in this area costs installed.

I am looking for a 3.5 ton (all-in-one system). Anyone have a accurate range from least efficient to most efficient? name brands hopefully. Off brands welcome too.

I couldn't tell you for that size. We had to get a new heat pump last yr.. can't recall what size but... smaller than the one you mentioned and we listened to a lot of pitches, speels and lies. I'm thinking we ended up at about 5K but we did find someone we liked and trusted to do it. I saw so many old fashioned, patent, sales pitches it was pathetic. Down to.. well, let me call my mgr and see if we can work out a deal like that.... ugh. Every company we spoke with I looked up online for complaints and called the bbb (which really is not much more than legal, paid blackmail) and some of them had some pretty horrendous complaints against them so.. even tho I can't offer you the info you're looking for.. check them out.

Roughly $4K from a dealer installed properly. Each situation is different. You can get the equipment inexpensively online:
Heat Pump R-410a GSZ130421 (less that $2K with shipping) but finding a competent tech to do the install might be an issue. HVAC companies have to make a profit to stay in business.

When the install is being specced, I would specify that the copper lines are continuous between outside and inside coils, and that any copper outside or near concrete be sheathed in poly pipe or foam and warp. Copper corrodes quickly if it touches concrete, creating leaks in the lines.

A package unit is all-in-one. Something like this.

There are no worries about running refrigerant lines from the inside/outside unit as everything is in the same box. If there is an existing unit of the same type, install is pretty dang easy.

HVAC is the closest thing to a medieval guild we still have. You'll have to get quotes from local HVAC shops to get pricing info. There is a lot of good info out on the web about various manufs. Many brands are built by the same company as value/mid/high end brands. Same thing for compressor brands. Many different brands use the same compressors.

IMO, the most important part of getting a new HVAC system if finding a good installer. There are scores of poor ones out there. When you find a good one, latch on like a tick!
