Baloney, a person sneaking across the border to hide in a Canyon is going to pose a much higher risk than a legal immigrant once they come into contact with other people besides who they broke the law with crossing. Illegals usually group together as they cross Mexico so they come into contact with the most poor and disease ridden on the way.

As I said, it can be reduced to unscientific personal bias...

I'll preface this stating the article is 12 years-old, but an interesting perspective on controlling TB in the legal and illegal populations as recommended by the AMA and CDC.
