The trigger to start amnesty is when border security provisions are put in place, not completed. This opt out clause gives the Obama administration wiggle room to not do anything to improve border security AFTER the amnesty process has started.

"Notwithstanding paragraph (1), nothing in this subsection shall require the Secretary to install fencing, or infrastructure that directly results from the installation of such fencing, in a particular location along the Southern border, if the Secretary determines that the use or placement of such resources is not the most appropriate means to achieve and maintain effective control over the Southern border at such location."

Remember that the 1986 amnesty bill also promised to close the border. But we can trust this administration right?

I will just be a repeat of 1986. About 5 years ago the double layered fencing was approved but never funded. Fool me once but......

It was the Secure Fence Act of 2006, changed by an amendment from Republican Senator (Kay Bailey Hutchinson of Texas) in 2007 to not necessarily mean a double-layered fence...

Why is there a context of a Democratic administration put on this, when a Republican administration, and Republican-controlled Congress, has failed to do the same before?...

Sure we can, It's not like Obama or his merry band of a$$-kissers would lie about it, would they ?

They're already reassuring the pro-illegals that they don't really mean it on border security.

Besides, as long as the huge incentives are here without any enforcement of the laws, no fence will stop them. Many don't even see the fence as they come right on through the legal ports of entry. For a mere $149 they can buy a laser border crossing cards and it's entirely up to them if they choose to respect the terms of it. Or for $500 they can buy one off the black market and get to the USA and stay, work, head to a hospital for a maternity stay -- whatever they please.

$160 (for those over the age of 15). They need to be Mexican citizens, with a valid passport. Certainly you mean "apply", not "buy", as if it is just a matter of putting up some money?

Perhaps you could point out where any of us has said that it is only the Democrats being blamed for this illegal immigration mess. I'll wait. The point is that never before have we had 23 million Americans out of work and amnestying at least 11 milliion illegals is on the table and this time it's under Obama's watch along with most Democrats backing him up while most Republicans do not. I sense a bitterness in your posts. Why is that?
