Considering the numbers used I would say it was 10 -12 years ago, not 4, since the claimed number of illegals in the US is still 11M. Even with Obama's "record number of deportations" the number has not decreased. Your link seems to be playing the numbers game, saying that since the number has been "static" for this long it therefor means no new illegal immigration.

I say to make the farmers use the H2A visa, this will reduce the number of illegals further.
