A South Texas politician charged with harboring illegal immigrants and called a “master manipulator” by a federal prosecutor can leave home to work but for little else after investigators alleged she tried to bribe witnesses.
Hidalgo County Commissioner Sylvia Handy teared up Tuesday as U.S. Magistrate Judge Dorina Ramos clamped restrictions on her movements, but avoided spending the holidays in jail for violating the conditions of her bond.
Handy and her husband, Juan Espronceda, were charged with harboring illegal immigrants who were given county positions and salaries, but only worked in the couple’s Weslaco home, according to an indictment unsealed in April.
Federal investigators alleged Handy defrauded the county of $111,000 in salaries for the immigrants. Some of their county salaries also went toward paying a $53,000 bill consolidation loan Handy took out in 2004, according to the indictment.
