Can you transfer a carrier permit from michigan into an FOID card in Illinois
Does the FOID card allow you to carry?

No and no.
You will have to apply for your Illinois FOID card which simply identifies you as being legal to own/possess a firearm. Illinois does not have concealed carry.

No. Illinois has zero provisions for civilian CCW, the last state in the union for which this is the case.

When folks in IL ask for ID, I show my FOID card. That holds people for a while.

I must add a partial correction.
Although Hawaii has a concealed carry law, not a single person as been issued a permit in the years since it has been enacted.
The local county sheriff has the right to deny any permit without giving a reason. No one has been issued a permit as a result.
