I'm beginning negotiations to purchase a car from an individual. He has not updated the car's registration yet and so the car still has Minnesota plates.

What steps do I need to take in order to get the car up to speed and wearing IL plates?

You can drive the car in Illinois for 24 hours without plates. You need documentation in hand (i.e., a properly assigned title with correct date of sale). You might get pulled over with no plates, but you shouldn't get cited.

Not sure how that would work in MN or WI for the drive home; my guess is the same.

Will I need to go through a VIN inspection? If so, is there a cost for that? Where do I get it done?

In short, what's the process? Seller has relocated to IL, so he's bringing the car to my mechanic for an inspection prior to an exchange of cashier's check/title/etc. Once I have a title in hand, do I go to the secretary of state's office? A currency exchange?

Do you live in a location where emissions inspections are required? If not, go to the secretary of state's driver's services facility with the title, pay your use tax and license & title fees, walk out with plates. It's that simple. If you do live in an emissions-testing zone, it can be a little more complicated.

I'm in Chicago, so yes. The car is a 2008 Toyota, if that has any bearing.

Call the DMV in your city & ask them. That's how it works in Minnesota. And, folks from other states do visit so I would think there is a timeframe when you could have another states plate on the car.

Once you have paid for the vehicle and have the Bill of Sale and the Title you need to go to the Illinois Secretary of State and tell them you need to transfer the title to Illinois and you need License Plates.
Have your cash ready and you should be in and out within a few minutes unless they are really busy then it may take longer because of waiting in line.
