It doesn't happen on every page but for instance I was looking at a friend's blog and I see an x instead of the image. It happens on my blog too.
I am running IE8 and now I just installed Chrome to see if it's any better but it's happening there too.
You see x's when you're computer can't display an image. This is caused by your computer not having the proper software to view it or more often, the URL to the image is invalid (i.e. and old url that doesnt exist anymore) or the host site has blocked hotlinking to the image.

I think there's a setting in your browser to enable or disable the display of images. Could be this is set to disable (in which case no images would be displayed from any web page.)

I doubt it. If the browser were set to not display any images then no images would display at all (which the OP said isn't the case). 9 times out of ten, this is caused by an old URL that doesn't exist anymore because the host site has removed it. The only way to fix it is to find the image online again and link to a new site or download the image and re-upload it to your own host site such as photobucket or flickr. Be careful though about copyrighted images.

You have probably already figured this out but here is my two cents. An X typically means that an image is missing. Generally, it has nothing to do with your setting, if we are talking web page, not email. The website owner may not have uploaded the image correctly or the link was typed incorrectly on the backend.
If you right click on the box where the X is, you will see the link, if you click that link and the image does not display, it is probably not uploaded to the website owners server.
