Is there an effective way to universally block, mute or auto-accept cookie warning banners before the web browser shows them to the user?
I understand that by law they are needed, but those pop-up notifications are highly annoying, because they constantly appear on the screen even after being accepted.

Good question Not only that but for me, they've only started appearing in the last couple of weeks, even on sites I've used regurlary

This is because of the EU's GDPR law that went into effect May 25. There is no way to do this in bulk as each website is going to have different methods.

Your acceptance would either be stored in cookie or if you were logged into the site it could then be stored in a database. If you are removing cookies regularly then the site would have no idea you accepted it.

There is an extension for Chrome, Firefox etc. but only for desktop.
Hope someone will make one for mobiles.

I am cleaning my computer after each session. No problem. It's the pop-ups that are annoying...

It's one of those "unintended consequences" of the law. If you are site operating in the UK or are larger site that may have financial/physical presence in the EU you need to comply with this law. They have no choice but to annoy you if the cookie is cleared.
