Excellent question. I have asked almost the same thing. It is Allah who creates hate and torture and terrorism and all evil. It is like we are the toys of Allah and he likes to watch terrible things that he makes us do.
Think about this: Here's this all-powerful allah that created everything and controls everything.....and now he has the people he created torturing and killing each other! All he has to do is make us all muslims. But no----he has Muslims torturing and murdering and terrorism and rioting against non-Muslims. What kind of 'god' is this? This is so sadistic and hateful that it is beyond belief.
And even Allah does unbelievable and horrible torture!
From my brief research, it seems 'Allah' created hell. And I can say that only the mind of a complete psychopath could create such a place. (Hint: Muhammed)

But after some local newspapers published a statement by some people saying that reads: (We do not let hostility to Jews and Judaism We respect all religions), in speaking about the situation in the Middle East after the Jewish aggression against the Arabs. As this speech regarding Jews and Judaism contrary to explicit Holy Book and the Sunnah, and contrary to the Islamic faith, a comment feared to be deceived by some people, I saw the alarm on what is in it is wrong Nsaha God and His servants .. I say:

On the theme of Hell,
I noted there are 312 verses in the Quran that has hell-laden-verses.
One will note all these 312 verses relating to "Hell" are directly and indirectly [even when it is a threat or warning to Muslims] related to the condemnation of non-Muslims for no better nor justifiable reasons [based on basic human rights] other than non-Muslims merely do not believe in Allah and Muhammad for various good natural reasons.
312 verses relating to Hell which are directly and indirectly related to the condemnation of non-Muslims are too barbaric especially in the context of a holy book which is claimed to be a religion of peace.
The irony is; while the Quran bashes non-Muslims left right and center without good human reasons, non-Muslims are condemned for bashing Muslims [not true] when non-Muslims critique such unilateral condemnations by Allah in the Quran.
It that human justice?
Non-Muslims do not choose to be born as non-Muslim but as human beings.
What is worst is they are born automatically as punching bags for a 1,400 years holy book [Quran] waiting to bash them upon appearing from the womb of their mothers.

In reality, no, because there is no god.
But in the minds of Muslims, yes. I have learned that Muslims think you deserve to burn in hell forever if you do not believe in their allah. Their thinking is that allah has warned you that unless you submit to him you will burn in hell (are his enemy). So, since you have been warned and choose not to submit to allah....you deserve the endless torture allah gives you.
Even worse, Muslims think allah's warning means love from allah.
It is like a mafia hitman saying if you do not join the mafia he will kill you. That threat should make you want to join the mafia and love the mafia hitman for his warning. This is how Muslims think.
This is a very dangerous mindset and has led to millions and millions of murders by Muslims. And, like the mafia, they have different sects that fight each other. This means millions and millions more murders by Muslims....of other Muslims.
People who stand against terrorism and mass rape and hate and torture and genocide and pedophilia are the ones who will refuse to submit to the god that promotes all these things. Yet they are the ones that Islam says should go to hell.

However, Muhammed can act hostilely. If Muhammed attacks nonbelievers that is good, but if nonbelievers try to protect themselves...that makes them an enemy of allah/muhammed. Then Muhammed/allah likes to slaughter them.
Islam is all about threats from Muhammed/allah, but THINK!!! The human mind CANNOT work this way. If I went up to Khalif and put a gun to his head and demanded that he stop believing in allah and start believing in Scientology (as an example) ....could he do this? Of course not. Belief does not come in an instant from a death threat. Or the threat of endless burning in hell. "BELIEVE THIS OR DIE" is the way of Islam.
Allah's Messenger called Ali [and said]: “Proceed on and do not look about until Allah grants you victory,” and Ali went a bit and then halted and did not look about and then said in a loud voice: “Allah's Messenger, on what issue should I fight with the people?” Thereupon he (the Prophet) said: ”Fight with them until they bear testimony to the fact that there is no god but Allah and Muhammad is his Messenger…” (Sahih Muslim 5917)

What kind of God would grant his followers a salvation that consists of him (God) looking on as those he has "saved" are engaged in one perpetual, eternal orgy? And what view must one have of a God who would delight in such perversion? "Oh hey, Allah… uh… don't mind me! Just enjoying the "gifts" you gave me, if you know what I mean. Heh, heh…" How can Muslims even imagine themselves engaging in such an orgy, while Allah looks on? Or is Allah not present during this ordeal? Or do Muslims imagine Allah would "join in the fun?" Or how should we imagine Allah's role in this? Is this perhaps all just a show, maybe to satisfy Allah? Could this "paradise" actually just be Allah's porno? Ah, I think I'm beginning to see: it's not really ABOUT ending up spending eternity with Allah… it's not really about relationship with him, is it? Because he seems conspicuously absent in their vision of paradise. And this whole thing about Allah offering his followers virgins in the first place, seems about as legit as a shady man in a windowless van handing out free candies to unsuspecting children. Those who choose to turn their backs on evil will be punished:
Quran 64:10 But the ones who disbelieved and denied Our verses - those are the companions of the Fire, abiding eternally therein; and wretched is the destination.
The punishment is not for people who rape and murder and have sex with children and own and trade slaves and sell women. These people get that orgy that allah gives. The people who are horribly tortured for all time are the ones who refuse to follow evil.
