I think its a really bad policy for internal hires not to be notified by the hiring manager that they aren't selected. Its just common courtesy whether you give a reason or not. Sometimes there is no reason other than the selected person was more qualified or had a better interview or both.

Not to mention, you lose an opportunity to further develop internal talent by letting them know if they need to do something to have a better chance the next time. Or, encouraging them to continue to apply for other positions if you like them but just not now.

That being said, when you calm down, what's stopping you from approaching the hiring manager and asking him for feedback on how your interview was or any advice he can give you to be more competitive the next time.

How would an external candidate be notified? Probably by that same email from HR.

The key is you the internal candidate to then reach out to the hiring manager and ask for feedback. Again, it's up to the internal candidate to manage his/her own career. Don't wait for the hiring manager or HR to do it for you.

If YOU want to develop, then take the bulls by the horns and come up with your own development plan.

Exactly. Internal interviews are, or should be, professional development opportunities.
