There is no way anyone could be sure of completing this task. They can't make someone hire you. If you really think this through I think you will see how flawed the idea really is.

I would suggest that such a service could be done on a contingency basis, and fees are not paid until a job is offered and accepted.

A good headhunter knows all the unadvertised positions and reqs and would have a list of jobseekers ready to be matched up to them. Of course, the headhunter would be able to turn down a client whom he feels he could not help.

You do realize that making us pay to get a job is illegal, right?

The point of getting a job is so that the company pays you, not vice versa. Nobody is going to pay to get a job because there would be a large number of people not being able to pay their mortages because of the application fees.
