With the availability of data warehousing, mining, OLAP, BI and decision support systems, management responsibilities are being pushed down to individual workers. It's truly a self-managed culture. As a result, middle-management is virtually extinct. Those competent of self-management and decision making will survive. Those who are not will not.

They are now realizing that not every job is right for this environment. There are plenty of skill-oriented hands-on jobs that exist that should not carry decision making responsibilities. These jobs need to be outsourced. This way training is no longer a responsibility of management since it is not a core business function. The people doing the actual work getting outsourced will receive proper training since it is directly related to THEIR core business.

Threats and bullying are very common in most corporate environments as well. I got a performance review recently that was positive, but my manager had to add that if I screw up I will be put on probation (I'm sure he would love to do it). On my FIRST day at the job, he spent half of the morning telling me different reasons that they could use to fire me.
That is exactly what happens subtle threats of job loss in private, underhand behaviour - and a general contempt for their staff, playing all sorts of mind games, giving them no guidance, no clarity, fault finding and nit picking,

My guess is the manager is getting the same behaviour from their Bosses so its just passed down the line, their own job is under threat so they cannot guarantee they will be there.
