not always. many places make an offer contingent on references and background check coming back ok. my current job didn't check my references until after i had been offered the job. however i didn't think it was all that unusual for them to call references for the top 2 or 3 before an offer, either.

In my case, the background check was after I started the job which made no sense.

props to you for including the salary in the job posting! and for being upfront and clear about how your process works. more employers should do those things. i don't understand the point of asking for references from everyone (and does the waiver include the sensitive personal info that you need to run the check? because i'm very opposed to just collecting that willy-nilly). but the other stuff is good.

Well why not just ask for the references once you determine who you may want to hire? Don't understand why the references need to be submitted with the application.

With certain positions you already know the salary range which is why some don't list it. The job I have now didn't list the salary but i knew the range just not the actual number. But I knew it was enough for me to get off unemployment.

References are required at the point of application. It simply saves time later when you need to start contacting them before offering a job. They never get contacted unless we are prepared to make an offer, so it really should not be a big deal for the applicant. For those of you who object, look for work elsewhere.
Yes, the waiver includes SSN. We do not ask for that for the application. So for a typical position, we may get 100 applications, about 1/2 of those meet minimum qualifications, and 6 people or so will be interviewed. Only those 6 have to supply SSN, and of those, only one (two if the first one fails) get credit/criminal/reference checks done.
The SSN is stored in HR; the hiring manager never sees it. HR has all sorts of locked doors, safes, etc. short of a serious B&E effort, there is no way I could ever obtain the SSN of one of my employees.
