Do apply again but what you describe usually happens when the person they intend to hire didn't have a good application come across. (didn't apply, missed the cut-off, messed up his application package) so they re-advertise so he can get it right this time.
You could take it as a warning shot... if she left after 6 months, maybe there is something very flawed about that position. Like the supervisor is terrible, toxic working conditions, etc. Yes, I have seen this. And I assume this is the case. Did anything about that position seem "off"?
