I recently accepted an offer with a Company about 3 weeks ago, and today, I received a "Congratulations" and a "Welcome to our Team" Email. But that was an automated email sent to me, no one from the HR office has contacted me yet.
So, based on your experience, does that mean I am hired and passed Background Check (I know I will pass because I have nothing to worry about)?
They didn't give you any idea about your start date? Typically offer letters spell out the start date. In my experience, HR is slow and inefficient. I'd say you're probably just fine. If they're doing background and reference checks, this can take a while.
That being said, don't go buy a new house and car yet. Businesses, departments and teams are vulnerable to unforeseen circumstances. For an example, our IT storage team at work is one of the most important groups in our large IT department. They are also the most understaffed. They were slated to promote a entry level operator from within (huge huge jump) to fill a much needed role -- an offer letter was even extended. Out of nowhere, a hiring freeze was imposed. This was half a year ago and the position still has not been officially filled.

Awesome. I signed the consent about 3 weeks ago for Background Check, and the HR associate told me that it could take up to two weeks (It obviously took more), and the start date we were shooting for was mid February.
Did you get an official offer letter to sign and send back, in addition to the background checks?
My past two jobs I accepted, I first got an official offer letter via email, which I signed and sent back. Background check also ongoing at the same time.
So once I signed and sent back the letter I was good to go (barring a bad background check, which obviously didn't happen).
One of the jobs, the offer letter had an agreed upon starting date, which was kind of awkward since the background check wasn't complete.
The other job, there was no start date on the offer letter. It was something discussed on the phone with my manager and I was sent another email telling me when and where to report to work (the start date I agreed upon).
I was hired by Northrupp Grumman and 3 months later I told them "forget it, now" I had to moved on . . .
Is yours an SP86 position? My b'ground check wasnt finished in three months due to how much I moved around.
If it's a large corporation, things move a little slower than small organizations. Be patient, you'll be fine
