No, the mishna was written down then as a codification of the Oral Law already given at Sinai. So while the written form which we call the mishna appears later, the content and the laws predate Chanukah.
Chanukah was already established as a holiday by the Sages in the second temple period. Therfore the holiday predates the Mishnah not vice versa since the Mishnah was a written in the 2nd century.
