we live in Johnson county (overland Park) and want to send daughter to public college in Misouri - does anyone know how to not pay out of state tuition for this?

It depends on the university, and it depends on the major. Some schools offer tuition breaks for out-of-state students, usually from bordering counties.

My SO is from KS and went to Mizzou and had to pay out-of-state tuition until he established residency in the state of Missouri -- that entailed staying in Columbia over the summer, working and not taking any classes. Essentially, I believe you'll have to pay the out-of-state tuition for a minimum of 1 year, but then should be able to get her in-state tuition for the other 3(+) years she's there.

There are a couple of programs for which reciprocity is offered, but you'd have to do more research. I know a HS friend of mine when to K State for architecture and paid in-state tuition because no public Missouri schools have a program.

UMKC has in-state plus like $700 per year for JOCO and WYCO residents. I know because this is what I did.
