Feom what I understand, the observationdeckat Kansas City City is open Monday, Tuesday, and Friday from 8 am to 4 pm. Befire COVID-19, the hours were 9 am to 3 pm on Monday-Friday. On top of this, the deck is not wheelchair accessible. There should certainly be renovations done to make the deck wheelchair accessible like what was done at the historic Santa Barbara County Courthouse back in 2015. Also, the hours of operation for the observation deck to include nights and weekends like what is done at the Baltimore World Trade Center observation deck, particularly when that deck is operating on it's summer schedule. On top of this, glass barriers 10 feet high on the edges like what are seen at Top of the Rock in New York City should be added to keep people from committing suicide and BASE jumping off the deck. Another option for a barrier is to have a fence with cabling like what is seen at Reunion Tower in Dallas. If these things are implemented, the observation deck could become a real tourist destination for Kansas City.

I’ve lived in Kansas City for 55 years. I didn’t know there was an observation deck at City hall. I also think KC has more pressing needs.
