Some specific types of health information have that level of legal protection under laws other than HIPAA. You must be referring to those, or you were told wrong information.

I've read, studied, received a graduate degree in, written about and received professional certifications directly pertaining to this specific law, so no.

As I mentioned, it's online and you can read it for yourself. I understand it's easy to post anecdotes and imaginings (your word) on the Internet without fact checking, but that just spreads false information.

It was my understanding the USPS will divulge the physical address of a PO box owner to anyone who requests it, for a small fee, about $5. That's why we have a Private Mail Box, through UPS, they will not divulge such information. The private MB is much more expensive, but worth it for your privacy.

The USPS gives such information under the Freedom of Information Act, not HIPPA.
