I just moved to JC over the summer for ETSU, and I'm looking for good places to run in and around the city. Preferably spots where I would not completely be running alongside traffic, like on the sidewalk.

Over the summer I had been running mornings at the Indian Trail school track, but now that school is back in session I don't know that I am comfortable going there during the day, where I assume kids will be outside for recess and gym class.

Try the VA/College of Medicine campus (Mountain Home) and the Tree Streets neighborhood.

FWIW, there are probably signs posted at Indian Trail & other schools about allowing the general public to access their track and/or grounds during school hours; it's almost certainly prohibited and strictly enforced.

There is a loop around the Science Hill/Liberty Bell/Freedom Hall complex that is heavily used and has the bonus of great mountain views.

Also the State of Franklin greenway from the Knob Creek Intersection to Sunset drive is fairly isolated from traffic. Many people run a 5k loop starting at the Wellness Center and running the greenway down to Sunset, left on Sunset, then left on Knob Creek back the State of Franklin intersection.

Try running around The Wellness Center, down the hill, and you'll come up around Franklin Woods before you hit the parking lot again.
