If you live anywhere in the valley within 20 miles of Black Mountain you should get good reception even with an indoor antenna in most places.

The do have a say on how they are installed, but they cannot have a policy banning them.
They can still restrict homeowners from mounting antennas haphazardly, sloppily with wires that could have been hidden or run discretely instead of dangling and zig zagging in front of the house etc.. They could also require that it be installed to code with electrical grounds buried in the soil etc..
The FCC rules came out partly in response to some HOAs just having a flat rule that says no antennas or satellite dishes allowed at all, but it doesn't mean the homeowner is 100% free to do whatever they feel like regarding installing an antenna.

I haven't moved into house yet.
Won't happen until April at earliest.
