That's true, but if you've lived in a place long enough, when you do move, that last month SEEMS free. It does to me at least. And it's good to not have to worry about paying rent for 2 places at the same time.

Are you looking at apartments or condos/homes owned by individual investors? You could try calling some property management companies and asking what they usually charge to move in. I'm sure you'll find plenty who only charge first month's rent plus a deposit.
It's getting more common to collect it as the economy is recovering.
