Premature at this point but sensible down the road a ways.

Perhaps in conjunction with the communication package that is coming. V2V is on the verge of adoption and will likely be standard before 2020.

It will also raise some interesting questions, Do they have the capability of uniquely identifying each vehicle with V2V? Combine that with an odometer reading and you have all the stuff to implement a per mile usage system.

They probably should. The counter will be a loss of privacy and Governmental access to travel itineraries. Should be a fun battle...and soon.

There is no need to tax electric cars. Just stop subsidizing them and they will all disappear.

The pay for use of Tesla Superchargers will be applied to all Teslas purchased after Jan 1, 2017. Car purchased before then will continue to have free use of Superchargers for life (of the car). Cars purchased after that date will get approximately 1000 miles per year of free supercharger use and then will be charged a yet to be announced price but "experts" say roughly 1/2 the cost of an equivalent amount of gasoline.

BTW, Tesla is building a new Supercharger at Town Center essentially on the corner of Sunset and LV Blvd. I believe that there will be 10 charging stalls. After the recent sabotage to the Supercharger in Barstow, they really should get one in Baker or some other location between Barstow and Primm as Tesla owners traveling between Southern Calif. and Vegas in the week before Thanksgiving were basically forced to fully charge in either Rancho Cucamonga or Mojave and press their luck getting to Primm and or vice versa.

Do not forget that weight has a lot to do with how much "damage" a vehicle does to the roads. So maybe they will start charging by weight as part of your tabs?

Of course, E cars do less damage as well, as they do not leak oil etc.

I think the current system is fine and I don't even drive fuel efficient vehicles. If at some point electric vehicle became the majority then it would be time to rethink this but as of now I don't realistically see that happening any time soon.
