A friend of mine traveled to Mexico on vacation and feel in love with one of the women who worked at the hotel he was staying at in Cancun. He spent a whole month with her and afterwords got married in Mexico. Now believe it or not he can not get her into America even though they are a married couple. What do you think?

If he really loves her so much, he would live in Mexico with her while waiting and following the legal process.
It should take about 6 months to 1 year, and about $6K to file and process the paperwork for her. Assuming USCIS doesn't screw it up--which they probably will.
Or is there some circumstance that prevents her from being issued a PR card?

Unfortunately, Unemployed . . . for every "legitimate" case such as you describe, there are probably hundreds of scams and fake marriages exclusively for visa purposes as well as basic greed!
Maybe it's just here in Florida, but I believe if an immigrant here in the Florida marries an American, that immigrant automatically becomes a US citizen in 3 years(?) A long ago friend of my hubby married a young woman from Brazil, but she was living here on a work visa I believe. Also, didn't some of our military during WWII marry foreign women? They were allowed to bring them here and they were US citizens, although I don't know if a process had to occur for them to become citizens or if it was automatic.
