^No, employers need to submit among other things the agreed salary and the job description of the prospective H1B worker to the Department of Labor before been granted an H1B temporary working visa, and the DOL will make sure the salary is competitive with the salary paid to US workers locally. This procedure is highly regulated, we are not talking about paying a few bucks under the table.

(a) Establishing the wage requirement. The first LCA requirement shall be satisfied when the employer signs Form ETA 9035 or 9035E attesting that, for the entire period of authorized employment, the required wage rate will be paid to the H-1B nonimmigrant(s); that is, that the wage shall be the greater of the actual wage rate (as specified in paragraph (a)(1) of this section) or the prevailing wage (as specified in paragraph (a)(2) of this section). The wage requirement includes the employer's obligation to offer benefits and eligibility for benefits provided as compensation for services to H-1B non immigrants on the same basis, and in accordance with the same criteria, as the employer offers to U.S. workers.

And you can read in that link their definition of actual and prevailing wages. IMHO this strict regulation was put in place to protect American workers from what you are asserting. As someone pointed out before, there's a lot of red tape involved in the hiring of a foreigner and the employer cannot offer them a lower salary to try to recoup the legal costs associated with the hiring, hence making the hiring of a US citizen/resident with the same skills much more convenient.

BTW, I recently received a job offer from a tech firm, who wants to hire Americans to do their programming because they're tired of incompetent Indians who screw up every other line of code.

Technology work has been done by Americans, and can still be done by Americans. Our gene pool has not simply been removed from the labor equation. All the greatest achievements in technology have been made by Westerners, and we are still here, alive and well. Do not listen to anybody who says otherwise.

Walk in to any graduate Engineering or Computer Science class and see how many Americans there are. Natives of third world countries understand the "survival of the fittest theory" quite well. We were often told that having a bachelor's degree is like having a high school diploma. You are taught that education is the only way out, so everybody goes the extra mile while in school. Coming to the US/UK/Canada/Australia is often the only way out of poverty and your brain power serves as the golden key !

And oftentimes said foreign students remain in all of the above English speaking First World countries legally because it is simply less hassle to 'jump through the hoops' vs. putting up with the Third World nonsense back home.

Why do people keep cutting and pasting this same paragraph?

The U.S. is a sovereign nation, full of its own constituents. Why should we Americans tolerate displacement from our own nation by greedy employers who only want to hire low cost foreigners?

Obama should cancel these guest worker visas. With millions of unemployed highly skilled Americans we don't need these Guest Worker Visas. These visas are used to replace Americans with cheap labor. They are not the smartest and brightest. At best they are just average. There are lots of Americans that will take these jobs. America wake up. Help your own citizens.

Marriott in Gaithersburg Md , big building , 150 - 200 people . All Indian .Anyone who says Indians are not displacing American talent are dolts . NIH in Bethesda , Tech in McLean VA, looks like Bombay . Arrogant dudes driving their Tesla's , BMW SUV's . A guy pulled into the gym the other day in a 2019 Z06 , $85,000 car . Indian dude . He works at NASDAQ. I interviewed there. Went through 3 rounds of snotty Indian punk IT dudes . They see a white guy and dismiss them on sight . They hire their own. DOL IT project , 20 people , all Indian . Talking with them, all of there spouses are IT. It's a joke man . The gym is now all Indian. You better believe H1b's are taking American jobs . Va, Md, little Bombay

Here is a random post I found while getting some guidance in a engineering forum;

"Leading companies such as Intel or Nvidia are getting tens or even hundreds of resumes for each job opening. I used to work for a well-known IC design company, and there were 152 resumes for my position (I know it for a fact).

Needless to say that the candidate has to pass all the interviews with flying colors."
