For over 20 years, I have had a koi pond in my backyard, complete with a waterfall and a very quiet pump. Because of bad feelings with a neighbor (who has a history with the police force of Nassau County - and I do not care if he reads this post because I'm not mentioning any names here), I have received two violations: (1) a pond without a permit; and (2) a noise pump (not true!). I would allow any inspector from the TOH to come to my property with a noise detector to measure the decibels of the pump and/or biofilter. I guarantee it would register 0. Wanting to follow the law, since I am a Legal Secretary, I need to know how to obtain the application for a permit for my pond for the Town of Hempstead, NY. Anyone know the link for this application? Oh and because of the waterfall, the water is never stagnant nor do I have any problems with mosquitoes since the koi, the turtles and whatever frogs find their way to my pond take care of any larvae.

Im originally from staten island and only spoke to one of the 16 families on my block.SI people just know how to mind there own business. Out here in long island you would think the whole block was involved in the neighborhood watch. God I cant even mow my lawn without the people across the street watching me.I finish they go inside.
