Roosevelt School District wants to declare bankruptcy or else taxpayers will face a 30% increase and severe program cuts. But look at the salaries they're paying plus about 30 to 40K in benefits on top of that!
They can always raise taxes to cover the deficit, not sure why bankruptcy would even be an option. Looks like the teachers got around a 7%/year increase at Wyandanch the last 2 years . That contract expired in June 2010 but I don't see the new contract. Maybe they could do something original like a salary freeze?
Now they are proposing the children in Roosevelt and Wyandanch districts should be able to attend other school districts. Why should neighboring school districts pick up the slack of these 2 districts .This will create a lot of problems within the schools ! Is this possible?

Districts are not allowed to declare bankruptcy! Under NYS law, they must work within the budget they set each year. They can't "blame" the state for not giving them enough aid each year. They can't "blame" the property assessments going down or the expenses going up.
Collecting enough tax to cover all expenses not covered by any other revenue (state aid, federal aid, grants etc.) is their responsibility. If they find they are going to run out of money before the next budget, they must either use any money in unallocated reserve funds, try to renegotiate contracts for savings, cut back on expenses, charge more for use of facilities...
Just have the government seize all properties, evict all the residents and put up that silly light house thingy there. Problem solved. I don't think anybody would lose any sleep if the hamlet of Roosevelt ceased to exist. Plenty of real estate there for the lighthouse and a Disneyworld.

At this stage of the game it may be too late to save those two school districts. Maybe shutting them down is the answer but busing these kids to other school districts would'n't solve the problem either if you don't have parents that care and who are involved in their childrens education.

Unfortunately the hamlet of Roosevelt is part of the Town of Hempstead (the clowns who killed the Lighthouse project) so it wouldn't work. Next idea?
