Of course it is still on the truck. Do you expect them to go right back to the local PO and take off your package just because you weren't home/didn't hear the bell/they didn't ring. Use some common sense!

The PO cannot be privatized, by the constitution it is part of the federal government.

Also UPS is unionized.

That is not a "union" thing. ALL federal civil service workers if placed on administrative leave receive pay

Clause 7 of the Constitution gives congress the power to establish post offices. Not the obligation.
