They are discriminating against him on the basis of his disability and his source of income. If they have a low cost apartment that he can reasonably afford on his check, they cannot turn him down just because he is not a working person.
Section 8 has a huge waiting list (he will have to wait years and years just for a voucher to come up) and very few municipalities in Nassau are part of the program anyway, so that is not a solution.
Does he have to live in Nassau, one of the most expensive counties around? Can he move somewhere cheaper? If not, he should look into renting a room, not trying to get a whole apartment.
