I though it was only during school hours. Who know what that means during the summer though, could be summer school or some other activities that are like the school is open for business, including a very expensive speeding ticket.
In NY state I am pretty sure that the school zone speed limit is 24/7/365. Schools often run camps and other off-school-hour activities.
IANAL but I am pretty sure it is 24/7/365 unless posted otherwise. We have some school zones that do not specify, and we have some around here that say 8am-6pm or something.
Speed limits in school zones are in effect from 7 am until 6 pm on the days school is in session. (That refers to the school where the sign is located.) That's how it's specified in the NYS VTL.
If there is summer school at a particular school, that local school speed limit is in effect. By the way, school speed limits will vary and can go as low as 15 mph (but can't go any lower.) It all depends on the normal speed limit on the roadway in question, as well as other factors (age of kids, visibility, politics, etc.).

Thanks for this .. valuable information .. but at times it's hard to determine if school is in session .. I drive by a middle school at 7:30 am M-F .. at times in summer the sign is flashing 15 MPH but there is virtually nobody at the school. I always slow down to 15 MPH to be safe, but at times the person behind me will pass me on the left (crossing double yellow).

Let them, you'll be the one cruising past them being pulled over
