It's definitely not just a Long Island thing. I went to college with a friend of mine from the Midwest and he was wearing shorts in January. Crazy.
When my sister got married, my cousin brought her teenage son. She was dressed fine, but he was wearing a t-shirt, shorts and sneakers in March. To a wedding. Granted my sister went to city hall and only had dinner in a restaurant, but it was very bizarre and unacceptable.
Attention fashion police: no one cares what you think. No one. People will dress for comfort, as they see fit. And there's not a damn thing you can do about it, now or ever. Once again, no one cares what you think.
LOL My FIL used to wear these brown sandals that slipped on but were criss crossed on top of the foot with black dress socks, shorts and a wife beater T-shirt. Must be an old Italian man thing LOL.
Sadly, Lubby, people are still doing it. Got an Eastern European neighbor in his 40s and that is common footwear for him, right down to the criss cross sandals.
