Contractors, landscapers needing help for a day or two will go to these parking lots looking for extra workers. Used to see them in the Hempstead home depot parking lot when I used to work in that area.
Not really go to Hempstead during the day on Washington street and in front of a certain deli the prostitutes are hanging out there. My mom works at the library not too far and sees them all of the time. Sometimes they come in the library when it's hot out to cool off LOL.

Don't forget if they get hurt who do you think will pay for it? The homeowner! And guess what, we have in NY what is called NY Construction labor law. If the homeowner acts as a General Contractor meaning you provide the direction and means of what is done in your own home then you are done. Pay your liability limits as there is NO immunity. It is typical for commercial businesses but what I said will hold true if YOU the homeowner directs this worker and provides him with the tools. Oh, and better have Workers Compensation insurance. Cheap Labor nets big payout. Just had a recent claim where an insurer paid out $750K to a laborer that fell into bushes and lost an eye. Get those liability limits up before you hire the CHEAP labor!!!.
