I bought a portable heater/blower, standing one and that helped a lot maintaining the temp on the first floor at 72. Without it we would be at 64.
Second floor is fine at 73 with no assistance needed.
We have a ranch and keep the temp at 69 during the day, 63 at night. Hallway thermometer is currently showing 70. The PO had blown in insulation in the walls and additional insulation in the attic. We had rigid insulation added when we resided the house in the spring. I also have either lined curtains or shades over most of the windows. The house is handling the cold better than I expected it would. Next year we have to get the sill plate and crawl space insulated. I don't know why the PO had the blown in insulation done, but ignored the sill plate and crawlspace.

64F is barely bearable. When the whole family's home, 67F or bust. Sleep time 64F is ok after a while under the covers. Upstairs failed to reach higher than that when temps outside were < 15F but now with 25F+ outside, it is back to normal and can reach 66F+ if needed.
It's his house, why do you have a say about what his temp should be?
Maybe because he is complaining that he can't get his house to his desired temperature and went as far as buying electric heaters to do so. Thanks.
