I don't know for sure, but i'm thinking of these possibilities.
1. Gowanus and bridge needed to go right where residential / commercial areas were. So they had to buy those properties out. And i'm sure that cost a pretty penny as well.
2. Traffic back then was not what it is now. I'm guessing there was some planning for increased traffic but i'm willing to bet they did not think it would be to this magnitude today.
Aerial shot in 1954 shows no bridge but very very few open spaces. Only a few spots. You have Fort Hamilton there too. There was no existing road for a long stretch that the Gowanus could be built on top of.
You also had to build the ramps higher in a shorter area to get up to the level of the bridge to get on it.
