One of the arguments for councilmatic districts within Brookhaven would be for each council to have a representative to look after their concerns. The people in Shirley need to really lean on their rep and if that's not effective, vote 'em out.
3V residents are involved and speak out. That, and the fact that the housing stock is more expensive than the slumlord infested areas, most likely keeps things in check. Not that there aren't any slumlords here; I think there is a different sort of rental clientelle given the proximity to the university: more SUNY people and less social program recipients.
BNL is close to Shirley and Mastic; how about seizing land (ie slummy areas) via eminent domain and creating 'incubator housing' for BNL employees? Town homes, condos, high density LEED housing with dedicated green space. Attract intelligent people who earn decent money. Continue with the renewal process through the commercial shopping districts, and develop Brookhaven Calabro for more small planes and helicopters to usher scientists to and from other national lab sites.
Brookhaven is too large an area for a town as it is and would probably serve residents best if it were two towns, not one.
