If it gets bad enough to attract seedy people all the time, it sure could (hence the Pathmark in Shirley comparison).

It's a sign of the times for the first one - the economy.
For the assault - it's how they work out their problems with a knife. They don't talk about it, they believe in using utensils to get their "point" across.
