It depends, if enough eligible voters voted to make the sample size statistically significant, then yes I'd say the vote is closer to representing public sentiment. Just as if enough people voted in this years budget (they didn't) to make it statistically significant, I'd say the vote is closer to representing public sentiment.

Either way, there are other factors involved which is why you cannot accurately state that the vote represents public sentiment.

The majority of voters, if broken down by percentages, were probably union members. I am sure that group had the heaviest turnout.

Voter apathy is a terrible thing. Way too few people turn out for this type of vote and if they didn't vote, they shouldn't complain.

I also think that many people voted for the budget because they were threatened with things being taken away from the kids, not because they wholly approve of the union members' and administrators' raises and entitlements (which they cannot vote on anyway) and not because they are happy their taxes are being raised once again.

Very few people actually turned out anywhere for the most important votes regarding our property taxes ... the portion of the budget at stake and the board members.
