It's usually 25, but I remember seeing a thread a while back from a tourist who was under that, and he found a car rental company willing to rent to him. The cost was higher, but he felt it was worth it.

If you do a search, maybe you'll find that thread, or another like it!

When I was under 25 I used atwest rent a car. No complaints and the extra fee wasn't even that much.

19 is usually too young.

21 is normally the youngest for the mainstream companies (erac, hertz, avis, etc), but they charge an extra daily fee.

25 is the youngest for unrestricted pricing.

don't worry, there at least a few places where you only have to be 18, and if you shop around some of the places charge a reasonable extra fee.

and you don't want a bigger company anyway. those are more expensive.

Truth.

Wrong. Most of the time the bigger companies are able to spread their costs around much better than small boutique shops and end up being much cheaper. Then again, it also depends on your definition of "small company" vs "big company". Is Advantage "big" or "small"? It's certainly not as well-known as Hertz and has great pricing but I wouldn't call it a small company.
